Why Regulated Sectors Require On-Premise Anonymization?

Uploading raw footage to a cloud anonymization service is itself a disclosure of personal data. Recital 26 of the GDPR states that data protection principles do not apply to information rendered anonymous in such a way that the data subject is no longer identifiable, taking account of all means reasonably likely to be used to identify them.
